From overseas purchasing to illegal production and sales, the people involved in the case spent dozens of years, through doctors matchmaking, to sell dozens of anticancer drugs to 30 provinces across the country, involving more than 10 million yuan. Approved by authoritative organizations, these anticancer drugs are fake drugs, and some do not contain active ingredients at all.

The reporter traced the investigation and found that the Shenzhen Intermediate People's Court recently concluded that the large-scale production and sales of fake medicines found that there are defects in the field of drug supervision in China, and the relevant departments need not strengthen supervision from the source of procurement to the whole process of sales terminals.

After receiving complaints in March 2016, Shenzhen police seized a large number of unsold counterfeit drugs and criminal tools at a certain express delivery office, the home of the case and the warehouse. Eight suspects including Chen Zhonghua, Liang Deyi, Peng Jingjing and Ji Weiwei were arrested.

According to the investigators, the principal person in charge of the criminal gang, Ji Weiwei, registered companies in Hong Kong and the Mainland respectively, first purchasing anticancer drugs from overseas suppliers. Later, the market for targeted drugs for treating tumors was better. The self-made capsules of the organizations were sold under the well-known anticancer drugs brands at home and abroad.

The labels are all foreign languages, I don't understand them, and they are shipped in white plastic boxes." According to the investigators, from September 2014 to March 2016, more than 30 kinds of fake anticancer drugs were sold by the people involved.

The sales price of these fake drugs is basically more than twice the purchase price, and the maximum profit of a box is 10,000 yuan. For example, the purchase price of “Gleevec” is 500 yuan/box, and the sales price is about 1,500 yuan; the price of “Merrohua” is 7500 yuan/box, and the selling price is 15000-17500 yuan.

Tested and identified by the China Food and Drug Control Research Institute and the Shenzhen Municipal Market Inspection Bureau, the anti-cancer drugs involved in the case, some of which do not contain active ingredients, and some are not approved. These drugs are not only beneficial to cancer patients, but also delay the disease. Some victims reported adverse reactions such as dizziness, vomiting, and limb weakness after taking it.

Doctors match the bridge express unimpeded

The reporter's investigation found that the people involved in the case mainly let the doctors match the drugs to the cancer patients and their families, and then deliver them by courier.

"We have gone to many places, and the top three hospitals have basically gone. Every hospital we go to the doctor's office and the ward. The selected departments are oncology and hematology." Ji Weiwei said that the sale of drugs is mainly sent by express delivery via the Internet. “Online sales have customers in all provinces except Tibet. Doctors who help me introduce business are generally divided into 10% of drug sales, and they are transferred through the accounts provided by them. There are more hospitals in Beijing, Shanghai and Hunan.”

The court found through trial that the total amount of unsold drugs seized in this case was 4,332,159 yuan, and the total amount of drugs sold was 5,931,593 yuan. At present, the eight defendants involved in the case have been sentenced to three to 13 years in prison for committing crimes of producing and selling counterfeit drugs, and fined between RMB 20,000 and RMB 15 million. Among them, Ji Weiwei was sentenced to 13 years in prison and 15 million yuan in fines.

China's Drug Administration Law strictly stipulates that the establishment of a drug retail enterprise must obtain the "Pharmaceutical Business License". Drug imports must be examined and confirmed to meet the quality standards, safe and effective before they can be approved for import, and issued to the import drug registration certificate.
